the IMF have paid taxes to the Russian state.  Withdrawing aid would be one
way of stopping the bombing.

Radically changing the IMF would be a better way.  The current IMF is
probably padding the backs of Russian leaders for bombing.  A good stimulant
for the economy.

Well, speaking for myself, the East Timorese would probably accept from
anybody.  Including the people who funded and supporter their oppressors.
