I totally agree witn Peter on this one!  Kyle, why did you advise Michael
to have the manager call 911?  I can't see any reputable manager allowing
such a thing unless it was a medical emergeny and this would not be one. 
In fact, I see two additional problems with this suggestion - 1) Michael
could be charged with fraudulent use of the 911 system and 2) as a person
with a disaiblity, I see this as a civil rights action, not a 911 police
action and certainly not an emergency requiring a 911 call.

Whatever you do DO NOT have them call 911.  It's not an emergency and
you should not have them report an emergency.  Use a call to the
police via the regular number.
