There is quite a bit of fear in the Great Lakes states that other states
will eventually demand diversion of GL fresh water.  This is a big
enough concern for some that they think another War Between the States
could eventually ensue.

georgia and alabama and georgia and florida have water
disputes too. it has been in the georgia legislature
that georgia should build some state reservours to
suplement the ones the feds have built. and for years
they have not passed, now the southeast is in a major
drought. now they do not want the feds to release
water by the guiedlines.
