Here's a link to the bill as introduced in the Senate, which lists
cosponsors and legislative history:

Under findings, the bill some rather startling facts about worldwide
poverty, and how that poverty may lead to increased acts of terrorism.
Finding 5 is a statement by President Bush:


   (5) On March 22, 2002, President George W. Bush stated: `We fight
   against poverty because hope is an answer to terror. We fight against
   poverty because opportunity is a fundamental right to human dignity. We
   fight against poverty because faith requires it and conscience demands it.
   We fight against poverty with a growing conviction that major progress is
   within our reach.'.




   As I read the bill, as Peter said, a dedicated tax is not proposed.  I
   haven't taken the time to go into the GAO report on the bill, but I'd bet
   that the folks at Fox are getting budget projections from somewhere, seeing
   that therre isn't enough money in the budget to cover those projected costs,
   and assuming that a tax of the magnitude you mention would be necessary to
   fund the program.




   As I read the bill, it's intended to support UN action to alleviate
   world wide poverty, and as such, the US would not be solely responsible for
   the costs of the program.
