My apologies for belated reply. I have left the
previous messages below because it has been so long.

Western Union once (1960s & 1970s)had a political
telegram rate, I think it was $1 or $2 for a terse (20
word?) message to a public official. However when I
checked I was told: "Western Union Opiniongram service
is no longer available." Too bad.

Now your option is a regular telegram, $14.99(!) which
you can send online at
http://www.westernunion.com/index_consumer.asp &
charged to Visa/MC. (For that much money, a telegram
ought to have an impact! I see why "nobody uses them
any more".)
