oh, everybody gets the prebate for taxes up to the
povety level, so everybody benifits from that accross
the board. even mr bill gates with get his povaty
level prebate. he'll blow it the first day.

the negative is that tourist that are over here and
pay the tax will not get a prebate. sorry deri. 

and i admit i know not how this will affect the 12-20
million illegals here. they'll pay the tax, but the
prebate.... i don't know.
