Although probably more expensive, have you considered excavating the other
side of the wall and installing a good drainage system including a drain
tile, membrane and crushed stone and geotech fabric. This will collect and
divert any water before it gets to the retaining wall. Then you can
reinstall the stone with ties back to the CMU.
