We have produced some substantial quantities of prepackaged lime-based
repointing mortars for projects in Texas over the past few years. Of course
the term "soft" is relative, as nobody would consider even a 500 psi mortar
to be soft after, say, a chunk of it plunged a dozen stories, hitting them
on the head at street level.  But yes, there is lime mortar in use in
Texas, even if not, perhaps, on a full "Texas-size" scale.
