The power or oligarchy?

At first I read this as local blue frass... sort of only with an "sh"
sound ending in a hard "t", and had to re-read the sentence a few times
over wishing that it actually did say that.

For those on BP who do not know, Onondoga Lake is a minor member of the
beautiful and picturesque Finger Lakes located at the north end of
Syracuse. It is difficult to find on a tourist promotion map as it is
one of the more tragic examples of a lake polluted by past industrial
practices, and in particular continues to contain high levels of mercury
poisoning. It is not a place known for swimming, canoeing, or fishing --
despite that the lake is convenient to an urban area. The current
economics of Syracuse (where the State Fair is held) is depressed and
the fact that the major industrial employers of the area relocate to the
south or out of the country does not help.
