Never fear, anyone stupid enough to swim in the vicinity will be
immediately turned into a solid block of  ice thereby being rendered
ineffective for the forseeable futurej--if not forever.

Subject:  Traffic Management Plan, effective December 24, 2003  Rev. 1

The Captain of the Port has set Maritime Security Level  2 .  Due to
increased security concerns, all Recreational Vessels and boats wishing to
enter or transit the following areas must check-in with the Coast Guard.
Contact "COAST GUARD ACTIVITIES NEW YORK" on VHF CH 16, or by telephone at
718-354-4356 or 718-354-4120:

1.      The Hudson River, South of the George Washington Bridge;
2.      The Harlem River, Southeast of the Spuyten Duyvil RR Bridge;
3.      The East River, West of the Throgs Neck Bridge;
4.      The New York Harbor, North of Verrazano Narrows Bridge;
5.      The Hackensack and Passaic Rivers, South of the Pulaski Skyway;
6.      The Newark Bay;
7.      The Kill Van Kull, West of KV Buoy (off St. George, Staten Island); and
8.      The Arthur Kill, North of Raritan River Cutoff.

For the purpose of this notice, recreational vessels and boats are defined
in Title 33 Code of Federal Regulations Part 175.3 and includes all vessels
in non-commercial use, regardless of size.
