Maybe not 45 stories, but here in Michigan I'm often on 200-foot +/- verticals for church spires and cornices.  Anyway, after more than 20 years in this work, I finally bought 3 sets of harnesses and lanyards for use by our architectural staff.  It seemed that more and more our contractors were offering us new systems still in their plastic bags, and it seemed that we should step up and provide our own.  I don't know why it took so long for me to do this, but I feel better having taken this step. We bought our own hardhats several years ago, and updated them at least once, but never went so far as providing our own harnesses.  

Next step is to hold a job safety brown bag for the staff to introduce these things and other safety precautions.  Does anyone know of a good reference that would be useful for architects?  The goal is to give our staff more confidence when going on job sites, but also to show respect for the construction crews and their concern for job safety.
