Ruth,

It's a way of laying brick to make a pretty pattern nowadays; when it was
done for real in The Olden Days, it made for a better-bonded wall, since
the short header brick tie both wythes together.  Because of all the
fooling around that's necessary, the labor to lay a wall in Flemish Bond is
more expensive than the more common running bond.  Common Bond used header
courses every 5 or 7 courses to tie the wythes together; use of metal
anchors in running bond now accomplishes the same thing more cheaply, and
less interestingly.
