I have seen this construction when I was living and working in Memphis. Steel frame building. Partition walls are constructed of fairly substantial gypsum blocks (interlocking?), I'm trying to remember the approximate dimensions, maybe size of a concrete block but only 5" thick, with plaster over the face. Voids within for passage of wiring, etc. So it's the partition walls that are structurally compromised, not the building structure. But it's definitely a gut job to remove the gypsum blocks, which surely have absorbed a lot of moisture.
