I mean to suggest that the $1 million figure probably more closely
represents brownstone repair work where some level of professional (and
hopefully intelligent) thinking and planning are involved, as opposed to
"rip off the face of the building and stucco it". 

I don't think that interventions aimed at prolonging the service life of
the stone are to be presumed to be errant, even if damages are not
immediately posing a structural threat. An ounce of prevention, perhaps, as
opposed to several tons of over-reaction.

Are New Yorkers spending too much on brownstone repair? Only if they're
buying our competitors' higher-priced products!
