ROFLMAO!  I 3 days in a stuffy classroom at a workshop on NEPA and Section
106 Compliance activities.  (That's National Environmental Protection Act
and National Historic Preservation Act for you non-bureaucrats).  Having
scanned the 3" thick reference binder for "categorical exclusions" that
would permit the spontaneous chopping down of a tree for demonstrations of
hewing techniques, I worked through the helpful process flowchart that
informed me that it could take up to 200 days to complete the Environmental
Analysis and review process for an "undertaking" of this sort in a US
National Park.
