Your right,although I thought it was the job of maintenance staff to fill
all those weeps holes with caulk.

This is New York. He's waiting for the mortar snots which have filled the
cavity to harden sufficiently, and for the guy who comes and fills the weeps
with fine aggregate  mortar to finish his work.
