I grew up in Maumee, just upriver from toodledeedoo, and the whole question is moot.  There are no basements in Toledo that do not leak thanks to the clay soil.  Such spaces are completely uninhibited-able...I urge leaving the joists naked, in their natural estate.

Another case of looking to de heavens when we should be looking to defeat.
