Red Paint on Brick

Commonly found thin coating of red coating on exterior red brick. I need for
a report to a customer a short explanation as to why it would be an HC
(historic correct) preference to not strip the paint. MCL is 5.76%. Despite
owner of property owning several pure-bred and slow moving Dobermans who have
penchant for licking brick walls I am advising against removal of coating.
Does the red coating inhibit ivy, fungus, moss or gum disease?
