Eric,

You remind me you are right on the distinction. When we last hung off a 
house rig (on a project you may or may not remember) we used our own 
lifelines and had a hell of a time getting the bldg. to understand why 
we did not think the rig was safe. Power wires cut off and left to hang, 
not even taped. A rig that kept stalling in space. Erratic performance. 
These rigs are maintained by elevator guys. They might as well be TV 
repairmen for all they seem to care. In the end I think the building 
client thought we were full of bull manure. The window washers seemed to 
have no problem using the faulty rigs and they did not use lifelines as 
I recall. It did not help the general consensus that our morons caulked 
shut the operable windows.
