I'd say 0.11% was correct.  This equates to 0.11mm shrinkage for 100mm length of patch.  Doesn't sound much.  But if you have a 2 foot long patch (600mm), then you get a total of 0.66mm shrinkage (26/1000ths inch), or 0.33mm (13/1000ths inch) at each end.  A crack of this width is easily visible, and certainly wide enough for water to enter.
