Ken,

 I have no doubts about the negative influence on work quality and
productivity. On the other hand, there are places where drinking at lunch
is accepted practice.

I spent some time working in a plant in southern France, many years ago,
and lunch was an hour and a half and three bottles of wine on the table,
which were always consumed. I honestly don't know how anyone got anything
done after lunch.

Here, on the other hand, I've seen guys who had to be turned away from work
in the morning because they're still half in the bag from the night before.
So who has the more serious problem and the more effective policy?
