Is it possible the offsets were changed around? Or, maybe the cross band? so 
it's transmitting on another band, which can be changed by pushing the 
function button, and the band button. Low beep is normal, high beep is tx on 
the other band from where you're listening. Off set is function then rev, 
which is 2 over from the band button. Low beep is simplex, I forget the 
order of the others but cycling through will likely get what you want. 
Otherwise I wonder if there's something done in the menu.
