I fixed it.  It was my offsets.  They were WAY off.  Thanks to all.

Are you trying to do 2 meters on the main or sub side? The sub side will
only transmit in FM but I think will receive in AM so maybe you got it in
AM? If so, just hit the AM/FM button, lower of the 3 mode buttons just left
of the tuning dial. IF it's the main side, is it possible your transmit is
out of band? Either you're out of band completely or at the top of the band
with a plus offset putting transmit out of band? Is it possible it is
transmitting but maybe with a PL tone or wrong offset for what you want to
do? Just thoughts.
