I don't need anything except the numbers so one of these dialers would work.
Can you think of a specific one?

Actually, I've heard of some phone dialers you can do that with but you
won't have the A B C D keys in it,  do you need those keys?   only other
thing I can suggest is use an HT on a not used frequency and use that in the
way you want.
