I can't speak to the specific scanners you mention as the last scanner I
owned was a Bearcat 250.  However, insofar as I can ascertain, there isn't
a scanner on the market for trunk-trackd systems which a blind person
truly can operate independently from its control panel.  IRIC, however,
the handheld radio-shack units can be programmed via computer interface.
I do not know how accessible the programming software is, however.

Sorry for the vacuous post but that's what little I know.
