I don't know how accessible it is, but there is winradio and its several PCI
card type scanners.
They are a little beyond my budget, otherwise I would get one to see how
accessible they are.
google winradio and you should find them.
There is also the PC bassed  icom scanner
Ic p1000 or something like that.
