John, using your suggestion I replaced the jumper with an almost brand new
one no joy.
I don't have an antenna switch.
The tuner has a button on it to switch from one antenna to the other.
I put the continuity meter on the loop coax there is a short somewhere
either on the short piece of coax or the ladder line.
I sure can't climb that tower due to medical restrictions.
I am glad you are coming up with some suggestions.

It must be a jumper, or antenna switch if you have that, unless somehow both

antennas came down, but if they're still up, it's got to be something close 
to the radio I'd think, make sure to check everything, jumper from the radio

to the tuner, everything. The radio's just rolling back on power like a bad 
SWR? that's almost got to be something inside that both use, jumpers, 
something with the tuner, maybe a bad connection, something.
