unfortunately I do no tknow who makes it I just saw it on a friend's car. antennas mounted that way work just great, especially at 2 meters, it's more of a counterpoise than a ground plane but they work very well, I used to have one mounted similiarally, except with a angle bracket mount and 50w would make most repeaters over 70 miles away here in NC
I will try and find a mount like that if I can and let you know what I come up with. magnet mounts have their own issues with discoloring the paint on the car
