I worked a guy on 15 meters one day, many years ago, who was running a flag
pole antenna.  He was 40 stories up and the owners of the building wouldn't
allow any antennas of any kind.  He found out they would allow him to stick
one of those poles out a window horizontally, from which an American flag
could be hung.  So he did that and loaded the short pole and got out super
loud on 15 meters with it.
