I got the windows key r command for re-starting Jaws to work that way, but
haven't gotten the windows key u command to work for Windows Narrator.

Anyway, now I at least have another way to re-start Jaws if Alt Control J
doesn't work here for some reason.

when using a windows short cut key, press the windows key and the letter at
the same time.
