With transmit and receive both?  Probably the TS-2000 which has 160 through 
440, but it doesn't have 220MHz.  You can add the optional 1296MHz for 
working satellites as well.

I think there is a Yaesu handheld, that offers HF/VHF/UHF as well, I think 
it is the 897 although it could be the 817.
