It's not free for the TS-2K but is for the 480.  If you want to design
filters and the like, it's pretty useful but I don't really see how it does
much otherwise.  Perhaps if you never controlled your rig from it's own
front panel you would appreciate the software but otherwise, unless you want
to custom design audio filters for both transmit and receive, I wouldn't
spend the money.
