Not worth it, I suspect.  He is in Michigan, the guy is in New York.  Can't 
enforce a small claims case and it's not worth going to federal court.  But, 
I'd be sure to post a negatory review on any ham-related site you can.

Threaten legal action, I hate doing that but in situations like that,
sometimes there's no choice and just the threat gets results.
