ah very good.
so there still is a public safety region that hasn't dived into the GPS 
tracking, and mobile computer terminals and the rest of it.
In canada, our privacy protection laws don't allow a dispatcher to give out 
information of a personal nature over the air, so they have to send 
sensative personal information via a data link with the concerned officer or 
vehicle.
Things like criminal record, charges, home address, phone numbers and so on 
regarding a person of interest cannot be given out on a radio frequency that 
is in the public domaine, which all public safety frequencies are.
So all enforcement agencies, with the acception of the RCMP for some reason, 
use data links via either sell phones or in car computer terminals to send 
such info.
The RCMP still give out all the above mentioned info on unincripted, 
conventional non digital FM voice repeaters.
Not sure what law allows them to do that, but they do.
