Ed, signal strength differences in stations are what weak vs strong is all
about.  You can adjust how rapidly the agc responds with the 8 and then use the
channel knob but ultimately that's not going to fix the problem you've
described.  What you're talking about wanting is not agc but rather automatic
compression.  You can get this but it will require external equipment and
usually involves peak clippikng which is undesirable.
