This also discusses message precedence:

Subject: ARRL Message Handling

Some in our club are learning and, in my case, re-learning the
correct ARRL way to pass message traffic.

Is there an honest-to-goodness text form of the ARRL
radiograms such as ARL fifty two and many others?

The documents are PDF's but what I call lazy-man tech in
that they are photos of printed text and produce blank pages
when one tries to extract text from them.
