Right, John.  I started out as a Conditional.  Back in the days before the
volunteer examination system, if you lived more than a certain distance from a
FCC examination point or were disabled, you acould have a ham operator
administer an exam by mail.  But, although you took a General exam, the license
issued was Conditional Class, and you had to re-take the General at the F.C.C.
in order to qualify to upgrade.
