I'd suggest maybe starting with Member Services, explain that it's for an EC 
purpose, and see where they transfer you. I'm not real familiar with the 
ARRL headquarters organization--maybe they have an EC desk that you could 
ask for directly.

EC function.

I'm not sure exactly who I'll contact there, but maybe they will be my best
