Mark,
I would guess that there is a common wire that runs both the hot 
plate and the water heater.  I'd take what I can apart and see if I 
could find a lose connection.  Failing that, I'd take Ed's advice and 
throw it away and start fresh!  Last Christmas I got my daughter a 
twelve cup Black and Decker with a timer for around $25 at 
Target.  Last year's model, but fifteen bucks cheaper than the 
current model with the same features.
Back when I had coffee shops, I'd call our service guy and he'd show 
up, fix the problem and be on his way!  Since I leased the brewing 
equipment, I never saw a bill, although I payed for it in the long run!!
