Hi
That was exactly my problem.  Even though there are "ten" scan edge 
frequencies you can still start at the first channel and the radio will take 
care of the rest?

When i programmed my IC t90, I used the first 10.
I think you are getting confused with scan edges, which are non-programmable
memory channels anyway.
You can program them for beginning and end scan limits and that is it, but
they don't even factor into the regular 500 memories.
I program my own frequencies startting with channel 000.
