Have you tried this in a horizontal configuration vs. vertical.  Yes 2
inches above ground would not be good choice.

     Personally I have received decent but not outstanding reports using
a single ham stick mobile antenna mounted about six feet off the ground.
For some reason I can't explain putting two hamsticks together in the
dipole configuration decreased my signal strength reports. I should
mention I am using them on 75 meters. So, having them with the lower
half of the antenna about two inches off the ground is bound to decrease
the efficiency.
    These are just my thoughts but for about $29 per antenna they are
quite a bargain and I have had a blast with them.
