I knew this list would have the answer.  You were exactly correct.  The rig 
was set to crossband.  Pressing function then band brought everything back 
to normal.  I'm surprised that the ability to change to crossband mode is 
operational while on a programmed memory channel.  So I learned something 
new about the rig.

Is it possible the offsets were changed around? Or, maybe the cross band? so
it's transmitting on another band, which can be changed by pushing the
function button, and the band button. Low beep is normal, high beep is tx on
the other band from where you're listening. Off set is function then rev,
which is 2 over from the band button. Low beep is simplex, I forget the
order of the others but cycling through will likely get what you want.
Otherwise I wonder if there's something done in the menu.
