Robert,

If it does, it probably won't happen for several years, and it will happen 
only on the FM band.  Even then, I don't think it will happen unless FM 
stations drop analog broadcasting, which will mean a massive re-designing of 
radios.  The part of the spectrum used for AM broadcast isn't very practical 
for the type of communications they plan to use in the reallocated TV bands. 
Broadcasters have been testing HDTV for at least the past five years, and 
one reason they could make the switch is that most people use cable, which 
means they are already receiving digital signals, and can continue using 
their old sets even after March of 2009.
