I've been with Paypal since before EBay purchased them. You do need a bank
account with them, but you can select more funding and pay with a credit
card as long as the merchant you are doing business with accepts credit
cards. Otherwise, you will need to have the funds automatically deducted
through Electronic Fund Transfer from your bank account.
There are no fees as a buyer. Merchants pay a fee, and an additional fee if
they accept credit cards.
Again, if you are smart, there should be no problems with PayPal and they
guarantee that in their agreement.
You don't need to set up a Paypal money account, although they do pay
interest on their accounts.
