No that's not true. It may have been extended during his administration, but 
the 1974 fiasco of year round daylight saving time was during the Nixon 
administration, but it took Congress to approve it which was bipartisan. 
And I believe the extension to the first Sunday in April from the last 
Sunday in April was during the Clinton years if I am not mistaken.
