I have had many braille displays and have cleaned them lots of times. 
Rubbing alcohol will make matters worse, because it contains oils and 
stuff. The fluid usually advised is pure isopropyl alcohol. Also, if the 
display is really dirty cleaning it yourself won't help. It must be sent 
in to the vendor. 

I have had a display in which one dot stayed up all the time. In this 
case a new cell was needed. I sent the display to the vendor. I have no 
idea where you might get new cells.
