Hi, all.

Well, thanks to Steve who suggested that I check into the off-set for band 
B., I have solved my dual receive and transmit problem with the TMV71A.

Apparently, the auto-repeater off-set function does indeed work on both 
bands A. and B., but since there was no off-set on band B., it didn't kick 
in.  Once I put a standard off-set in there, the auto-repeat function took 
over, and I was good to go.  It works for both 2-meters and 440 on band B.

So, one more problem solved.
