There's a difference between MSN/Windows Messenger (the application) and the
Windows messaging facility that's used by people on a LAN to send instant
messages to one another.  It's this latter that the spammers are using and
in Windows XP, where it seems to be the problem, it can be disabled.  To
disable it:

In windows XP.
Go to Control Panel
Enter on Administrative Tools
Enter on Component Services
Arrow down to Services Local and tab and press M until you hear Messenger.
Press alt enter for the properties.
Enter on the STOP button
Select Disabled or Manual on the Startup Type drop-down menu
Enter on okay.
