Hi Jerry;
I can't tell you specifically which but two jacks are for a use with an amplifier.  Never had any reason to remove that short wire with the two rca plugs but I believe it mutes the receive when disconnected.  If this issue stems from grounding questions, these jacks don't relate to a grounding problem.
