Well, first, it'd help to open the correct ports (5198-5199, not 55...) 

Second, you need to set up a forwarding rule that says that any
traffic on those ports needs to be routed to your computer with
Echolink. If you only have the one machine that you'll use Echolink
on, easiest way would be to set it up with a static IP address;
otherwise, you'll need to set up trigger ports. For an exhaustive
